Officially implemented school bus production and product access rules from August 1


Nearly two months after the draft of the consultation paper was issued, the Ministry of Industry and Information Technology announced last week that the "Specialized School Bus Production Enterprises and Product Access Management Rules" will be formally implemented on August 1, 2012. The "Regulations" clearly states that the production qualification of the exclusive school bus production enterprise is valid for three years, and the description of the number of seats in the draft of the draft is cancelled.

The "Regulations" make it clear that Applications for private school bus production enterprises need to have a certain scale and necessary production capacity and conditions, and have the same production performance of passenger cars. In other words, the total production and sales volume of passenger cars (including chassis) for the first three years of application for the enterprise shall not be less than 3,000, or the cumulative sales volume of large and medium-sized passenger cars (including chassis) shall not be less than 1,000. The Ministry of Industry and Information Technology will implement dynamic supervision and management of special school bus production enterprises and products. If the company cannot continue to meet the above conditions, it will be suspended by the Ministry of Industry and Information Technology. At the same time, the "rules" also specify the access conditions for special school bus products.

Some people in the industry believe that after the Ministry of Industry and Information Technology has set a threshold for entry, those enterprises that have obtained school bus production qualifications are more likely to have scale advantages, but the access threshold has been relaxed, which may increase competition in the school bus market. At present, there are about 98 domestic companies that have the qualification to produce passenger cars, but the top ten companies account for more than 65% of the market share, of which Xiamen Jinlong, Suzhou Jinlong and Yutong buses occupy half of the country.
