European Commission fully deploys smart grid technology applications

To realize the EU 2020 strategic renewable energy and energy efficiency goals, especially as the pace of construction of wind power and solar photovoltaic energy accelerates, the EU is required to accelerate the development and application of smart grid technology, so as to further promote the health of renewable energy, sustainable development. Smart grid technology can on the one hand solve the large-scale solar photovoltaic farms such as centralized wind farms in the North Sea and the Baltic Sea, countries in the European Union's southwestern European countries and North African countries, and effectively connect with the high-voltage transmission grid, stabilize the grid, and store electric energy. On the other hand, new requirements such as energy-efficient cities and buildings, fuel cell charging facilities for electric vehicles, and optimal power configuration can be solved. At the same time, it will actively promote the EU’s economic growth and increase employment, maintain the world’s leading level and future competitiveness.

On October 19, 2011, the European Commission formally submitted the EU 2020 Smart Grid Technology Development and Application Report to the European Parliament, the Council and other relevant agencies. Its priority objectives and policy measures are as follows:

1. Actively create and formulate regulatory and policy environment for expanding investment in smart grid funds. We will improve the construction of laws, regulations, and systems, establish policy sustainable mechanisms, formulate incentives for the development of smart grids, specify new energy sources to access and sell prices, and create a sound environment for the entire society to invest in smart grids. Regulations and policies should be conducive to: 1) market mechanisms full of competition and vitality; 2) energy service markets that operate economically and with reasonable returns; 3) access and sales of renewable energy that is prioritized; 4) full satisfaction of electric vehicles and energy efficiency And other new needs.

2. Reassess and improve the standard policies and measures to promote the application of smart grid technologies. Evaluate and re-evaluate the EU's policy on transmission grids and distribution networks, standardize and promote the standardization of smart grid technology applications, smart facilities and equipment, smart meters, etc., define the scope of market mechanism adjustments, and optimize smart grids for consumers and manufacturers. , Operators and investors balance their interests on the basis of energy conservation and efficiency improvement, and improve policies and measures for the application and promotion of smart grid technologies. It is expected that specific assessment results and new policy measures will be issued before the end of 2011.

3. Strongly support and build a technical consulting platform to support the development of smart grid technology. Through the Smart Grid R&D Program (SET), increase R&D investment in smart grid technology and R&D and innovation activities, and formulate preferential policies to encourage the development of smart grid technology innovation clusters, technological innovation SMEs, etc., and establish a unified EU set of laws and regulations. , policy measures, consulting transparency, and experience practices are all part of a smart grid technology service platform to optimize resource allocation and accelerate the wide application and full deployment of smart grid technology.
