The initial inspection of agricultural product quality safety inspection system

Part of the summary of the Ministry of Agriculture's response to proposal No. 4515 (No. 390 of Agricultural Water Conservancy) at the Third Session of the Twelfth National Committee of the CPPCC, which mentioned that regarding the food quality and safety supervision and guarantee system mentioned: Currently, the whole country has 86% of local cities, 71% of counties and cities, and 97% of townships have established regulatory agencies. The Ministry of Agriculture responded mainly in the following four aspects:

I. Deconstructing and clarifying responsibility for food security at all levels of government

In 2013, the General Office of the State Council issued the “Notice on Strengthening the Supervision of Quality and Safety of Agricultural Products” (Guobanfa (2013) No. 106), clarifying that local governments at all levels must bear responsibility for the quality and safety of agricultural products including food crops. Responsibility to incorporate the quality and safety of agricultural products into the performance assessment of county and township people's governments. The Ministry of Agriculture signed a responsibility letter with the city and county governments to implement the local responsibility. In February, the Grain Bureau issued the "Guiding Opinions on Implementing the Several Opinions of the State Council on Establishing and Improving the Responsibility System of the Governor of Food Security," and urged the grain departments of various localities to take the initiative to propose that the provincial people's government should formulate the responsibility system for the governor of grain quality and safety as soon as possible. Second, on strengthening the source of food production

Agriculture implements zero growth of chemical fertilizers and pesticides in scientific fertilization and scientific use of pesticides, and publishes relevant documents on the prevention and control of pollution.

III. Technological Innovation on Supporting Food Security

Focusing on the actual needs of national food security and agricultural production, the Ministry of Agriculture launched 26 related public welfare research projects in 2015, mainly in the comprehensive treatment of farmland pollution, comprehensive prevention and control of soil-borne diseases, rational plow layer construction, soil fertility in farmland, and arid regions. The research on the comprehensive technical solution for water (fertilizer, medicine) of the main grain crops has been conducted to provide strong scientific and technological support for China's grain quality and safety and stable development of agricultural production.

Fourth, on food quality and safety supervision and security system

In recent years, the Ministry of Agriculture, with the strong support of the relevant departments of the State Council, has actively promoted the supervision and guarantee system of agricultural product quality and safety. In respect of the construction of a grass-roots agricultural product quality safety supervision system, at present, 86% of prefecture-level cities, 71% of counties and cities, and 97% of towns and townships have established regulatory agencies. With regard to the construction of agricultural product quality safety inspection and inspection systems, with the support of the National Development and Reform Commission, the Ministry of Agriculture has implemented the “Eleventh Five-Year Plan” and “Twelfth Five-Year Plan” national agricultural product quality and safety inspection and testing system construction plans, and China's agricultural product quality and safety inspection system. Initially formed, facilities and equipment conditions have been significantly improved, providing strong support for safety supervision. During the “12th Five-Year Plan” period, the Grain Bureau focused on strengthening the capacity building of the national food quality inspection system and equipped inspection agencies authorized by the Food Bureau with inspection equipment to improve the detection capability. During the “Thirteenth Five-Year Plan” period, the Grain Bureau will follow the requirements of “machine-constituting network, full monitoring coverage, non-blind surveillance areas, and risk-free systems” and “strengthen grassroots food quality and safety supervision to strengthen the county and township two-tier supervision responsibility”. The principle of “establishing a working mechanism for moving down the center of gravity and safeguarding downside” will further strengthen the supervision power at the grassroots level and accelerate the construction of a quality and safety supervision system.
