Today (1st), the Shandong Provincial Government held a press conference to introduce the relevant situation of the “Made in China 2025” Shandong Province Action Plan. The “Outline” confirmed the development goal of “three steps” for manufacturing in Shandong.

Li Sha, deputy director of the Shandong Economic and Credit Commission, described the above goal as the “Shandong Edition” of “Made in China 2025”. This goal shows that Shandong must “go ahead”.

This can also be said to be an enhanced version of "Made in China 2025" Shandong.

The data shows that in 2015, the added value of industrial enterprises above designated size in Shandong increased by 7.5% year-on-year, which was 1.4 and 0.8 percentage points higher than that in the national and eastern regions; and the main business income was 14.7 trillion yuan, accounting for 13.3% of the country's total. Regardless of scale or economic efficiency, it ranks second in the country.

However, Shandong's manufacturing industry also has shortcomings. Li Sha said that Shandong Province is a large industrial province, but there is still a certain distance from the goal of a strong province. With the profound changes in development momentum, comparative advantages, and external environment, some contradictions and problems in manufacturing in Shandong Province have become increasingly prominent.

For example, although the total scale is relatively large, the industrial structure tends to be heavier, and the dependence on resources and energy is stronger; the industrial categories are complete, but the mid-to-high-end industries account for a relatively low proportion, the high-tech industry accounts for only 32.5%, and the equipment manufacturing industry accounts for the proportion. Only 28.5%; the domestic market share in the province is relatively high, but the international market is relatively incompetent, and the export is relatively low; the innovation system is relatively complete, but the conversion rate of scientific research results is not high, and the conversion rate of innovation results is only about 20%. Innovation leads the lack of motivation.

In "Made in China 2025," the country proposed 10 industrial areas that will be developed in the next period. Shandong Province's “action outline” determines that the key industries for development are 10+10, a total of 20.

Among them, the top 10 equipment manufacturing industry is “a new generation of information technology and equipment, high-end CNC machine tools and robots, marine engineering equipment and high-tech ships, rail transportation equipment, automobiles and parts, power equipment, modern agricultural machinery, construction machinery, and "Equipment, energy saving and environmental protection equipment," etc., shall be cultivated in accordance with the requirements of creating a "national team." The 10 major advantages industries are "new materials, new medicine, textiles and clothing, food, household appliances, paper products, tires, petrochemicals, building materials, non-ferrous metals". . The "Made in China 2025" put forward the implementation of five major projects, Shandong "action outline" put forward "eight major special projects."

The five major projects at the national level are: Innovation Center Construction Engineering, Intelligent Manufacturing Engineering, Industrial Strength Foundation Engineering, Green Manufacturing Engineering, and High-end Equipment Innovation Project. The eight major projects put forward by Shandong are: innovation capability upgrading engineering, intelligent manufacturing engineering, industrial strength base engineering, standard quality brand engineering, green manufacturing engineering, small and medium enterprise innovation and growth engineering, service-oriented manufacturing engineering, military-military integration engineering, etc. Special project.

Regarding why the "Top 10 Advantage Industries" was written into the "Principles of Action," Li Sha said that the Shandong Action Plan is to implement "Made in China 2025" and combine the actual conditions of Shandong's industry. Shandong's national strategy for connection with the country puts forward the top 10 equipment manufacturing industries with a focus on development in this province, and strives to build a “national team” for high-end equipment manufacturing. The core is to nurture and expand, strive to form a new industrial pillar as soon as possible, and complete the orderly transition of development kinetic energy.

At the same time, traditional industries such as food, textile and clothing, household appliances, papermaking, tires, petrochemicals, etc., are the focus of industrial transformation and upgrading in Shandong Province, and have a decisive position in the country as well as in the entire industry. With the break-through breakthrough of a new round of scientific and technological revolutions and industrial changes, traditional industries will inevitably radiate new vitality in the deep integration of “Internet Plus,” “mass entrepreneurship, and innovation”, gestating to new ones. New opportunities for the industry. Based on this consideration, the 10 major traditional industries in which Shandong Province has a dominant position in the country are also included in the Action Plan. As an important supplement to the 10 major equipment manufacturing industries, they have become the pillar industries for the construction of strong provinces.
