National Remanufacturing Technology and Experience Site Exchange Meeting Held in Beijing

On June 11th, the on-site exchange of remanufacturing technology and experience organized by the National Development and Reform Commission and the Chinese Academy of Engineering was held in Beijing. Xie Zhenhua, deputy director of the National Development and Reform Commission, Zhu Gaofeng, former vice president of the Chinese Academy of Engineering, and Xu Hang, president of the Armored Forces Engineering College attended the meeting. A total of more than 220 representatives from relevant departments of the State Council, the comprehensive management departments of circular economy development of provinces and cities, relevant industry associations, and remanufacturing related enterprises attended the meeting.

Xie Zhenhua, deputy director of the National Development and Reform Commission, made a speech. He pointed out that the holding of remanufacturing technology and experience on-site exchange meeting is mainly to implement the important directives of Premier Wen Jiabao and Deputy Prime Minister Li Keqiang, exchange the experience of remanufacturing and development in various localities and industries, summarize and promote the remanufacturing model with Chinese characteristics, and promote autonomy. Innovative remanufacturing advanced technology has promoted the rapid development of China's remanufacturing industry.

Xie Zhenhua said that the development of China's remanufacturing industry has made positive progress, the concept of remanufacturing has gradually been accepted by the society, the scale of the industry has continuously expanded, and key technologies such as automated nano-composite brushing are better than the international advanced level, and the remanufacturing marks of auto parts have been issued. The National Development and Reform Commission will work closely with related departments to implement the "Opinions on Promoting the Development of Remanufacturing Industries" jointly issued by the 11 departments, from strengthening macroeconomic guidance, deepening pilot demonstrations, strengthening the promotion and demonstration of key technologies, and perfecting policies for the development of remanufacturing industries. Mechanisms and strengthening publicity and training to promote the healthy development of the remanufacturing industry and expand the scale of remanufacturing industries. Such as the use of central budget investment to support the re-manufacturing of key projects; with the relevant departments to study the preparation of "remanufactured product catalog" to study the corresponding tax incentives; as soon as possible to develop "auto parts remanufacturing management approach" and so on.

Remanufacturing refers to the mass production process of professionally rehabilitating used auto parts, engineering machinery, machine tools, etc. Remanufactured products achieve the same quality and performance as the original new products. Xie Zhenhua pointed out that vigorously developing the remanufacturing industry is an important way to achieve a win-win outcome between economic and environmental resources. For example, remanufacturing can save 50% of the cost compared to the direct reflow of used parts and components, which can produce significant economic benefits. Compared with manufacturing new products, remanufacturing has good energy-saving and material-saving benefits, which can achieve energy conservation of 60%, saving materials by 70%, hardly producing solid waste, and reducing the emission of atmospheric pollutants by more than 80%.

Xie Zhenhua emphasized that the development potential of China's remanufacturing industry is very large. First of all, at present, China's automobile production and sales volume ranks first in the world, and new decommissioning equipment and maintenance needs will continue to increase, providing a vast source of raw materials and product markets for remanufacturing. Second, China's remanufacturing key technologies have made progress. For example, the Key Laboratory of Remanufacturing National Defense Science and Technology with the leading figure of Academician Xu Binshi has made breakthroughs in surface engineering and other remanufacturing technologies. The technology of automated nano-composite brush plating for research and development has approached or even surpassed the international advanced level. Furthermore, China's remanufacturing security system has begun to take shape. For instance, the "Opinions on Promoting the Development of Remanufacturing Industries" clarifies the guiding ideology, key areas, and major tasks for the development of China's remanufacturing industry in the period to come, and proposes policy safeguard measures to improve the development of the remanufacturing industry. So far, China has formed a remanufacturing capacity of 230,000 sets of automobile engines, gearboxes, steering gears, and generators. It has also made efforts to explore old parts recycling, remanufacturing production, remanufacturing product circulation systems, and regulatory measures. Positive progress.

The leaders of the Chinese Academy of Engineering stated that they will give full play to the role of academicians and experts, actively provide technical support, and promote the development of China's remanufacturing industry to a higher level. At the meeting, academicians and representatives of the Chinese Academy of Engineering conducted in-depth exchanges on remanufacturing technology. Academician Xu Binshi, Academician of the Chinese Academy of Engineering and Director of the Equipment Remanufacturing National Defense Science and Technology Key Laboratory, and Zhou Kezheng, Academician of the Chinese Academy of Engineering, introduced the key technologies of remanufacturing and industrialization application, Energy Conservation Office of Shandong Province, Zhangjiagang City of Jiangsu Province and Jinan Fuqiang Power Company, Shanghai Major remanufacturing enterprises such as Automobile Industry Group, Guangzhou Huadu Transmission Co., Ltd., Shenyang Mainland Enterprise Group, Shandong Taishan Jianneng Group, and Anhui Veyron Technology & Trade Co., Ltd. made statements at the meeting.
