According to the work tasks determined by the National Certification and Accreditation Work Conference, the CNCA decided to organize capacity verification in the inspection and inspection areas that the society focuses on in 2014 to improve the effectiveness of laboratory qualifications and the testing and testing agencies' technical capabilities. After earnestly studying more than 230 capacity verification projects submitted by the relevant units, the National Certification and Accreditation Administration, after fully seeking the opinions of the relevant competent authorities, organized industry experts to carry out rigorous argumentation, and finally determined food safety, plant protection, and quarantine. Thirty-five projects in the field of inspection, inspection and inspection of building materials, light industry and textiles, etc., are used as the 2014 National Laboratory Accreditation Program for CNCA, including 16 items of Category A (see Annex 1) and 19 items of Category B (see Annex 2). . The relevant matters are hereby notified as follows:
I.Participants (1) The technical centers (laboratory) of the entry-exit inspection and quarantine bureaus and the provincial-level product quality supervision and inspection institutes that have obtained the qualification accreditation of the relevant inspection and test items in the Class A Proficiency Testing Project listed in this Circular. (Associated), relevant ministries and commissions or industrial product quality inspection centers, and national product quality supervision and inspection centers must participate in the relevant A-type capability verification projects. If they cannot participate for any reason, they must submit a written explanation to the project undertaker.
Other inspection and testing agencies may voluntarily register to participate in the A-type capacity verification project.
(2) Each inspection and inspection agency may voluntarily register to participate in the B-type capacity verification project as needed.
II. Work Requirements (1) The requirements for the Local Quality Inspection Bureau, Industry Review Group and China National Accreditation Center for Conformity Assessment shall be directly reviewed by the Entry-Exit Inspection and Quarantine Bureau, the Quality and Technical Supervision Bureaus of the provinces (autonomous regions, municipalities directly under the Central Government) and relevant qualification accreditation industries. The group shall promptly organize relevant laboratories within the jurisdiction (industry) to actively register for the 2014 National Capacity Certification Program of the CNCA.
The capacity verification program organized by the CNCA has already conducted preliminary coordination and communication with the China National Accreditation Service for Conformity Assessment (CNAS); the China National Accreditation Service for Conformity Assessment will provide technical support for the capacity verification program organized by the CNCA.
(II) Work requirements for the project-bearing unit 1. Each project-bearing unit should attach great importance to the capacity verification undertaken by it and be equipped with sufficient resources to ensure that the CNCA's capability verification project can be implemented smoothly, on time, and reliably;
2. Conscientiously do a good job in the design of the proficiency testing program, fill out the design plan (see Attachment 3), and submit it to the National Laboratory of the CNCA for record before April 30th. The relevant plan must be reviewed by the proficiency testing experts before it can be implemented;

The organization that has initially undertaken the Certification and Accreditation Administration's Proficiency Testing Project should actively seek for experience in the area of ​​capability verification organization or inspection and testing in such areas as scheme design, sample preparation, sample uniformity and stability testing, results statistics, and evaluation. 4. Conscientiously notify and invite related laboratories to register to participate, and pay attention to follow-up implementation; For laboratories that must participate in the National Accreditation Service A-type competence verification project but do not participate for no reason, should be reported to the CNCA in a timely manner;
5. In the sample design process, due consideration should be given to possible collusion between laboratories. The sample design cannot be simplified and simplified. If laboratory collusion and comparison behaviors are discovered during the implementation of the proficiency testing project, they should be promptly Committee reflects;
6. The project undertaker must submit the sample preparation status, sample uniformity and stability test results to the CNCA for record before sending the test sample to the participating laboratory; the results of initial measurement and supplementary measurement of the project should be After submitting the report to the National Certification and Accreditation Administration in time, it may issue a result report to the participating laboratories; after the project has finally passed the review and acceptance by the experts organized by the National Certification and Accreditation Administration, it may issue a technical report to the participating laboratories;
7. Overall time and schedule requirements: Completion of the design of the proficiency testing program by the end of April and the issuance of a notice of invitation to relevant laboratories; completion of sample preparation and homogeneity and stability testing by the end of June; completion of initial test samples by the end of July Distribute and test result collection, statistics, and judgments; complete supplementation of test sample distribution and test result collection, statistics, and determination before the end of August; final technical summary and reporting before the end of September. The project unit that has completed the schedule in advance may submit an application for acceptance to the CNCA in time.
(3) Requirements for participating laboratories Laboratories shall correctly understand and understand the nature of the proficiency testing activities, and submit the results of inspections and inspections in accordance with the requirements of the capacity-testing project-bearing entity, and shall not collude or compare the data privately. The laboratory whose initial measurement results are doubtful or out of the group may apply for supplementary testing after taking corrective actions; if the laboratory is still suspicious or out of group after making up the test, it shall take the initiative to take corrective and verification measures.
Third, the ability to verify the cost of "notice" required to participate in Class A proficiency testing project of the laboratory can be exempted from the initial cost of the test (if you need to take part in the test, the need to pay the project to undertake the cost of supplementary testing).
Laboratories who voluntarily participate in A-type or B-type capacity verification projects in this Circular shall pay the cost of the capacity verification to the project undertaker.
IV. Promulgation and Use of Proficiency Testing Results The National Certification and Accreditation Administration will publish the list of laboratories with satisfactory results from the 2014 National Certification Commission's Proficiency Testing Program after acceptance of all projects, and pass the project-conceived units to laboratories with satisfactory results. Issued a certificate of satisfactory results for competence verification.
When a laboratory with satisfactory results accepts qualification certification (measurement certification, acceptance, authorization) and laboratory accreditation assessment in 2015, it may be exempt from the on-site assessment of the project according to the situation. For the initial application for laboratory qualification and accreditation, it is counted into the laboratory's ability to verify the record.
