The Ministry of Environmental Protection announced that a total of 6 million yellow-label vehicles and old vehicles will be eliminated nationwide this year. The implementation of various localities will also be included in the assessment requirements of the “Air Pollution Prevention Action Plan†of all levels of government. Guangdong will phase out 493,000 vehicles, which is second only to Hebei's 660,000 vehicles.
The relevant person in charge of the Ministry of Environmental Protection said that the State Council has included the completion of the yellow label vehicle and the old vehicle elimination task into the Air Pollution Prevention Action Plan. All localities will formulate a phase-out plan as soon as possible, and introduce early-stage elimination incentive policies to delineate the yellow-bound vehicles and the prohibited areas.
The yellow standard car refers to the diesel car with the emission level lower than the national first emission standard and the national three emission standard. The old car refers to the vehicle with long use time and poor pollution control level. As of the end of last year, there were more than 13 million yellow-label vehicles in the country, accounting for about 10% of the car ownership. The pollutants emitted accounted for about 50% of the total pollutant emissions. In this year's elimination mission, 7 provinces and cities in key areas such as Beijing-Tianjin-Hebei, Yangtze River Delta and the Pearl River Delta eliminated 2.43 million yellow-label vehicles and old vehicles, accounting for 40.5% of the elimination tasks.
