In the past five years, Wuhan's Wuhan public transport construction investment has grown at an average annual rate of 2.8 billion yuan, while the passenger traffic volume has not increased. This phenomenon has aroused the attention of Hubei Development and Reform Commission of Wuhan City. “The more open and slow the bus is, the more and the roads are blocked. These are the reasons why the public is afraid of taking the bus.†The relevant person in charge of the Municipal Development and Reform Commission said at the Wuhan Municipal Government Standing Committee.
To this end, Wuhan City, Hubei Province proposed a three-year plan for the construction of bus lanes, and plans to use at least 350 kilometers of bus lanes in three years, which is 10 times that of the present.
The status quo: the passenger traffic volume of the bus has not increased and decreased in the past five years. According to the Wuhan Transportation Strategy Research Institute and the Municipal Transportation Research Institute, in 2009, there were 2.3 billion passengers in Wuhan taking public transportation, and by 2011 it had dropped to 1.98 billion. Last year, this figure was still below the 2009 level. At the same time, in the past five years, Wuhan's public transport construction investment has grown at an average annual rate of 31%, equivalent to an average annual growth of 2.8 billion yuan. As the investment increases, why does the bus passenger traffic increase and decrease?
In this regard, the relevant person in charge of the Wuhan Municipal Development and Reform Commission believes that in addition to the rapid growth of private cars, the ground bus is not fast and inconvenient to ride, which is the reason why the public is afraid of riding. The core of the problem lies in the speed and the Unauthorized bus lanes did not work.
According to reports, Wuhan currently has only 9 bus lanes, a total of 35 kilometers. Management began to be implemented on July 1 this year, and currently only Xudong Street is equipped with monitoring equipment and put into operation. Compared with the dedicated road network of 400 to 700 kilometers in Beijing, Shanghai, Shenzhen and other cities, the construction of Wuhan bus lanes lags behind, and the gap is very large. In addition, the supervision is not strict. In reality, the dedicated road has almost become a public road. The construction occupation, the “borrowing†of the car, and the violation of the vehicle interfere with the use of the special road, which makes the bus smoothing effect greatly reduced.
Plan: In 2015, 38 roads will be set up for bus lanes. For this reason, Wuhan City proposed that within three years, it is planned to build a bus lane with a mileage of 350 kilometers and strive for a construction target of 400 kilometers. The estimated total investment is about 870 million yuan. The relevant person in charge of the Wuhan Development and Reform Commission said that the three-year action plan will be implemented in phases. Among them, in 2014, 9 existing bus lanes were specially rectified, and all monitoring equipment was installed.
2015 is a crucial year for the implementation of the plan. Wuhan City will give priority to building a group of the most urgently needed and most urgent projects, and quickly construct the basic skeleton of the bus lane. The total scale is 179 kilometers, involving 38 roads, mainly focusing on four aspects: Improve the traffic corridor along the Yangtze River in Hankou, Wuchang and Hanyang areas; combine the reconstruction of track lines 3 and 4, supplement Hanyang Avenue, Longyang Avenue and other riverside and riverside corridors in Hanyang, and increase Jianghan First Bridge, Zhiyin Bridge and Parrot Island Bridge 3 The crossing of the river channel; upgrading the services of Gutian, Sixin, Luxiang and other groups; enhancing the accessibility of the Garden Expo Park and the Guobo Center.
In 2016, it plans to build 91.4 kilometers, involving a total of 23 roads, mainly focusing on: adding Xinhua Road to the river corridor in Hankou; basically improving the special corridor for the second ring bus; enhancing the areas of Yangchun Lake, Houhu, Zhuankou, Guanshan and Nanhu Coverage; increase the Yuehu Bridge crossing the river; enhance the accessibility of the Olympic Center.
In 2017, the planned implementation length is 102.2 kilometers, involving a total of 23 roads. The main focus is on encrypting the areas of Nanhu, Fruit Lake, Jinyin Lake, Changqing, Sixin, Zhuankou and Qingshan; and adding Sanyang Road in Hankou area- The heart-shaped corridor of Macao Road-Hong Kong Road; combined with the restoration of the construction of Line 6 of Zhongshan Road, increasing the public transportation corridor of Zhongshan Road in Hankou District; on Zhongshan Road (Liji Road - Nanjing Road) and Jiefang Road (Zhongshan Road - Zhang Zhi Dong Road) set up a bus-only road, only allowed to travel by bus and taxi.
In the end, the lengths of bus lanes in Hankou, Hanyang and Wuchang will reach 131 km, 74.9 km and 180.1 km respectively. Among them, over the Yangtze River and Hanjiang Bridges will be set up with four special bus passages for the bus. There are Erqi Bridge, Yangtze River Bridge, Yangtze River Bridge and Parrot Island Bridge over the Yangtze River. There are Jianghan Six Bridges, Jianghan Bridge and Hanzhi in the Han River. Bridge and Moon Lake Bridge.
Impact: After 3 years, bus passenger travel time is reduced by 20%
Hubei Wuhan Development and Reform Commission predicts that after the completion of the three-year action plan, more than 60% of the bus lines in Wuhan will enter the bus lane network. The average running speed is 15% to 30% higher than the current one, and the bus passenger travel time is shortened by more than 20%. The subway network and bus lane network will achieve “two networks in oneâ€, which will cover 85% of the city's population and 80% of jobs.
At the same time, the bus lane will provide road rights for the BRT (BRT) to be built in the future. At present, Guangzhou BRT is the largest bus transportation system in Asia and the second largest in the world. It has been built for 4 years and cost 1.3 billion yuan, with a total of 31 lines. The peak hour has a passenger flow of 26,900 passengers and the daily passenger flow exceeds 800,000. More than some local subway lines.
According to relevant statistics at home and abroad, before and after the implementation of bus lanes, the average punctuality rate of buses increased by 20% on average, the average speed of public transportation during peak hours increased by 30%-50%, and the travel time of bus passengers was shortened by 20%-30%, reducing traffic. The accident was 16%.
Thinking: Why can't the subway replace the bus lane? Wuhan has entered the subway era. Why can't the mass transit and long-distance rail transit be replaced by the bus expressway? The relevant person in charge of the Wuhan Development and Reform Commission said that it is from developed cities such as Beijing and Shanghai. From the perspective of development experience, relying solely on vigorously developing rail transit cannot solve urban traffic problems. Even if the rail transit mileage exceeds 400 kilometers, the proportion of passengers on the ground conventional bus is still 50% to 60%.
From the international experience, the metro development period is the most fragile period of the ground public transportation system, and it is also an important strategic opportunity period for establishing the priority status of public transportation. Taking Taipei as an example, during the construction of the first phase of the city's subway (1989-1996), the construction site caused the city to be congested, the passenger traffic volume decreased year after year, and the daily passenger traffic decreased from 2.25 million to 1.75 million. The notoriety of "the dark period of traffic." Until the subway Muzha line was opened to traffic, and a chessboard-type bus lane network was built at the same time, the traffic volume of the bus stopped falling.
