According to the "Automobile Industry Development Policy", China implements the designated management of import ports for the import of complete vehicles, and the imported vehicles must pass designated ports. Before the approval of the whole vehicle import port in Haikou Port Area, China has 14 import ports for automobile vehicles (including 10 coastal ports and 4 land ports) approved by the State Council, such as Dalian New Port, Tianjin New Port, Shanghai Port and Huangpu Port. On July 1, 2014, the General Office of the State Council officially replied that Haikou Port Area is the import port for complete vehicles.
