Dangerous Goods Consolidation Export Considerations

1. Shipment should be provided in Chinese and English versions of “Dangerous Goods Instructions” or “Dangerous Goods Technical Certificates” in a quantity of several copies, with product name, alias, molecular formula, performance, precautions for transport, first aid measures, firefighting methods, etc. The contents are for reference when porting or loading or unloading hazardous cargoes.

2. At the time of consignment, the “Dangerous Goods Transportable Declaration Form” (abbreviation: the goods declaration) must be submitted at the same time and approved by the port supervising authority. The shipping agent will use this declaration form (declared as cargo) and then apply again to the port authority. "Dangerous Goods Declared by Ship" (Abbreviation: goods declaration), the port authority must accept the vessel declaration approved by the port authority before allowing the ship to load dangerous cargo.

3. Shipments should be submitted to the "certificate of the use of dangerous goods packaging containers" issued by the "Import and Export Commodity Inspection Bureau" as required by the "International Maritime Transportation Dangerous Regulations". The certificate shall be valid only after the port authority has reviewed and sealed the seal. The port loading and unloading area agrees that the dangerous goods will enter the port and check the goods after checking by the port authority. The port superintendence also handles the cargo declarations in two items based on the packing certificate.

4. After the container is loaded with dangerous goods, it is necessary to fill in the Chinese and English "Container Shipment Dangerous Goods Packing Certificate" in several copies to distribute to the port area, the ship's party, the ship's agent and the port authority.

5. Dangerous goods must be posted on the surface of the outer package. Danger signs and markings must be posted on the surface of the International Maritime Transportation Dangerous Regulations. Refer to the schedule of the dangerous regulations for specific signs or markings. When packing dangerous goods in packages or containers for shipping, remove the goods in the box. In addition to the posting of signs and markings for dangerous goods, it is necessary to affix dangerous goods labels and markings with the same contents as those in the box around the outside of the package or container.

6. For dangerous goods that are exported to the United States or need to be transshipped in the United States, the “Dangerous Goods Safety Data Card (abbreviated as MSDS)” shall be provided in English at the time of consignment and shall be forwarded by the ship agent to the carrier for filing with the United States Port. Need to fill in: Overview, hazardous composition, physical properties, fire and explosion data, health hazard information, reactivity, leakage process, special protection measures, special prevention methods and other nine items.

7. When tank containers are shipped in bulk dangerous goods, they must also provide inspection certificates for tank containers.

8. For the United States to ship dangerous goods or to transport dangerous goods in Hong Kong, it is also necessary to add a “Dangerous Goods Declaration” recommended by the “International Maritime Transport Risk Regulations”.
