A Beijing government official told the 21st Century Business Herald that the relevant departments are conducting research and deliberate whether it is necessary to cancel the system of going to Beijing for the “three-five-five-day” entry into Beijing.
The person said that recently, the high-level views on the "going to Beijing" were "lost". Recently, the departments of public security, transportation, editing, development, and environmental protection were organized to discuss whether to cancel the Beijing-based license.
The person believes that traffic restrictions such as Beijing-based licenses hinder traffic integration. To solve the problem of urban congestion, it should be solved by congestion charges and emission standards. For example, vehicles that do not meet the national standard cannot enter certain areas. Under the background of the current policy of vigorously promoting the integration of Beijing, Tianjin and Hebei, the “Jinzhen Pass” has led to the “separation of princes” in various provinces and cities, and the traffic has been fragmented.
In fact, it is the meaning of the Beijing-Tianjin-Hebei traffic integration that breaks down the local governments.
Recently, the Beijing Municipal Transportation Commission followed the Hebei Provincial Department of Transportation and announced the specific plan for the integration of Beijing-Tianjin-Hebei transportation.
The plan said that in the future, Beijing-Tianjin-Hebei will realize the public transportation card. At present, six cities in Shijiazhuang, Baoding, Zhangjiakou and Langfang in Beijing, Tianjin and Hebei have been identified as the first pilot “Traffic Cards” area in China.
At present, the Beijing-Tianjin-Hebei region has initially formed the “Beijing-Tianjin-Hebei Traffic Card Interconnection Implementation Plan”, actively building a regional clearing and settlement center, and striving to realize the inter-communication of the Beijing-Tianjin-Hebei regional bus and subway areas in 2017. Expand and promote the interoperability of all kinds of transportation services such as taxis, long-distance passenger cars and railways.
Due to the “closed-loop operation” of the bus and subway, the integration of the bus is just beginning, and the high-speed route connects the main cities, and the integrated steps are ahead. At present, Beijing has achieved ETC networking with 13 provinces and cities across the country. At the end of 2014, the number of ETC users in the three provinces of Beijing, Tianjin and Hebei has reached 2.45 million. The Ministry of Transport is still expanding this network.
In addition to the integration of access and services, the traffic integration plan announced in Beijing also announced the planning and construction of the transportation network in the future Beijing-Tianjin-Hebei region, especially in Beijing and surrounding areas.
According to Zhou Zhengyu, director of the Beijing Municipal Transportation Commission, the planned Beijing-Tianjin-Hebei traffic integration network will consist of four networks. The first layer is the trunk railway network, which relies on the existing railways and is responsible for communicating areas of 150 km and above. At present, a series of railways centered on Beijing are under planning and construction: the Beijing-Kowloon Passengers are planning, and the Beijing-Jinghe and Beijing-Shenyang specialties have already started.
The second layer of the network is the intercity railway, which is mainly to quickly connect the main urban agglomerations of Beijing, Tianjin and Hebei. The optimal running distance is 70 to 150 kilometers. Recently, Beijing-Tianjin-Hebei Intercity Railway Investment Co., Ltd. has been established. The lines currently being planned include the connecting lines from the Capital Airport to the Beijing New Airport.
The third and fourth layer networks are suburban railways and subways. At the level of “urban rail transit”, the average station spacing is about 1 km, which mainly addresses the need for short-distance commuting. According to the plan, Beijing will add another 27 kilometers of subway this year, with a mileage of 554 kilometers.
Before the announcement of the traffic integration plan in Beijing, Hebei Province also announced its own plan. The Hebei plan consists of “four verticals, four horizontals and one ring”. Specifically, the “four verticals” are from the east to the west, followed by the coastal channel, the Beijing-Shanghai channel, the Beijing-Kowloon channel and the Beijing-Beijing-Guangzhou channel. From the north to the south, the “four horizontals” are the Qin Chengzhang channel, the Jingqin-Jingzhang channel, the Jinbao channel, and the Shiqi channel. “One Ring” refers to the ring road in the Capital Region.
