The reporter learned that the draft for comment has proposed that from October 1, 2012, sales and import of incandescent lamps for general lighting of 100 watts and above will be banned; from October 1, 2014, sales and import of 60 watts or more are prohibited. Incandescent lamps for lighting; prohibiting the production, sale and import of inefficient tungsten halogen lamps with luminous efficacy below the energy efficiency limit according to energy efficiency standards; from October 1, 2016, it is prohibited to sell and import incandescent lamps for general lighting of 15 watts and above. light. Among them, reflective incandescent lamps, spotlights, decorative lamps and other types of incandescent lamps and special-purpose incandescent lamps are not eliminated.
China is a big producer and consumer of incandescent lamps. In 2010, the output of incandescent lamps and domestic sales were 3.85 billion and 1.07 billion respectively. According to estimates, China's lighting electricity accounts for about 12 of the total electricity consumption in the whole society. If all the incandescent lamps in use are replaced with energy-saving lamps, it can save 48 billion kWh per year, equivalent to reducing carbon dioxide emissions by 48 million tons. However, some industry experts also said that there are still many difficulties in replacing incandescent lamps with high-efficiency energy-saving lamps. For example, the quality of energy-saving lamps is still uneven; some lighting fixtures are not suitable for energy-saving lamps; at the same time, incandescent lamps still have a small attraction in the vast rural areas at low prices.
According to the draft for comment, there are not many time left for the transformation and upgrading of incandescent enterprises. The reporter learned that many incandescent lamp companies have realized the necessity of developing efficient lighting projects and explored the transformation of enterprises on the basis of adhering to the original city pool, but most of them are still in the early stage of efficient lighting. The incandescent lamp manufacturing enterprise transformation training program has also started. The project is a sub-project of China's phasing out of incandescent lamps and accelerating the promotion of energy-saving lamps. It is led by Fangyuan Mark Certification Group Product Certification Co., Ltd. and jointly implemented by China Standardization Association, mainly for incandescent lamp production enterprise managers, technical backbones and production. They will also organize high-efficiency lighting companies to provide assistance and on-site operation training for incandescent lamp manufacturers to promote the smooth transformation of incandescent lamp manufacturers.
