Against this background, on February 26, the Interim Measures for the Management of Recycling and Utilization of Power Battery for New Energy Vehicles, jointly prepared by the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Environmental Protection, the Ministry of Transport, the Ministry of Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, and the Ministry of Energy's seven ministries and commissions The notice of the "" ("Measures") is formally issued on the official website of the Ministry of Industry and Information Technology.
Cui Dongshu, secretary-general of the National Passenger Vehicle Market Information Association, told the Times Weekly that the official release of the “Measures†indicates that China’s new energy (7.270, 0.02, 0.28%) auto industry has entered a new phase, relying on subsidies and preferential policies. The brutal growth will gradually withdraw, and new energy companies need to provide a complete service system from the sale of cars to the final recycling in order to finally win the consumer's approval.
Barbaric growth
With the release of the “Measures†by seven ministries and commissions such as the Ministry of Industry and Information Technology, it is indicated that the recycling of power batteries will gradually enter the regulatory stage.
All along, consumers are considering the concerns of new energy products. In addition to battery life and charging issues, an important, but often overlooked, factor is the handling of power battery decay. In fact, the current laws and regulations related to the new energy industry are not perfect, and solutions for different companies are different.
As early as the beginning of February 2017, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the Ministry of Science and Technology jointly issued the “Guidance Opinions on Accelerating the Development of the Recycling Resources Industryâ€, referring to the “Piloting the Recycling Utilization of New Energy Vehicles, Establishing and Perfecting the Waste Power Battery Resource utilization standard system to promote the use of waste power battery cascades.
According to the contents of the "Measures" released this time, new energy automobile manufacturers should establish a power battery recovery channel and be responsible for the recovery of used energy batteries generated after the use of new energy vehicles and after retirement. Concretely, automobile manufacturing companies establish recovery service outlets, collect and store them in a centralized manner, and transfer them to related companies that have agreements with them.
The "Measures" issued this time are only for power batteries, including lithium-ion power batteries, metal hydride/nickel power batteries, lead-acid batteries, and lithium batteries for digital products such as mobile phones with similarly large quantities.
A person familiar with the industry told the Times Weekly reporter that due to the industry differences between power batteries and lithium batteries used in everyday lead-acid batteries and mobile phones and other digital products, the battery recycling method in this area will be released soon. Therefore, the "Measures" issued this time are mainly aimed at the power battery industry, that is, the new energy automotive industry.
China has become the world’s largest producer and seller of new energy vehicles, and the production and sales volume of power batteries has also increased year by year. According to relevant statistics, new energy vehicles have been promoted to 17,000 vehicles and 1.2kWh of power batteries have been assembled in 2009-2012. Especially after 2013, new energy vehicles have been widely used. As of the end of 2017, more than 1.8 million new energy vehicles have been promoted and about 86.9 GWh of power batteries have been assembled.
With the passage of time into 2018, China will formally usher in the retirement wave of the first batch of power batteries, and the interim measures issued by many ministries and commissions are to guide and resolve this issue.
In fact, due to relatively low entry barriers in the new energy automotive industry, companies entering the new energy automotive industry are gradually increasing. According to incomplete statistics, in 2017, the number of brands in the area of ​​new-energy automobiles reached more than 300, resulting in a variety of development ideas and standards. Previously, there had been problems of inconsistent charging interface standards. In the field of power battery recycling, there are also different types of battery packs that are not conducive to dismantling and recycling.
The aftermath of rapid growth
From 2014, when it was officially promoted and all parties gradually improved, the production and sales volume of China's new energy vehicles began to grow rapidly, of which the compound growth rate in 2014-2017 reached 104%.
According to statistics from the China Association of Automobile Manufacturers, the production and sales volume of new energy vehicles in China were 794,000 units and 777,000 units in 2017, respectively, a year-on-year increase of 53.8% and 53.3% respectively. Among them, passenger vehicle production and sales were 592,000 units and 579,000 units, respectively, an increase of 71.9% and 72%; commercial vehicle production and sales were 202,000 and 198,000, respectively, year-on-year increase of 17.4% and 16.3%.
Although the number of new energy vehicles is relatively small compared with the total production and sales data of 29,015,400 vehicles and 28,878,900 vehicles, its development potential is still huge. According to the plan, China's promotion of new energy vehicles is a three-step process. At present, two phases have been completed: 2009-2012 is the first phase, the promotion volume is 27,000; 2013-2015 is the second phase, and the promotion volume is 423,000. 2016-2020 is the third stage. With the first batch of power batteries entering the phase-out stage, the actual hidden dangers caused by them have become increasingly significant. According to the prediction of the power battery industry, the effective life of electric passenger car batteries is about 4-6 years, and the battery life of electric commercial vehicles is even longer. short. This means that 2018 will be the starting point for the decommissioning of the first batch of new energy vehicle power batteries.
China's major waste lithium battery recycling company Glime (7.370, 0.07, 0.96%) previously reported that due to the explosive growth of new energy vehicles in recent years, large-scale power batteries will enter the scrapped end in the next few years.
According to the data, in 2017, the domestic new energy vehicles installed 36.27 GWh of battery power, and the cumulative installed capacity in 2014-2017 exceeded 80 GWh. Therefore, it is expected that about 50,000 GWh of lithium batteries will be decommissioned in 2020.
With a large number of waste lithium batteries scrapped, it also gave birth to another large-scale market. The recycling and utilization value of used lithium batteries must include ternary materials, cobalt, lithium, and nickel. According to relevant estimates, by 2020, the relevant market space will reach 10 billion yuan.
Times Weekly reporter learned that the current domestic players in the field of lithium battery recycling are mainly divided into three parts: First, BYD (65.120, 2.25, 3.58%), Ningde era and other major power battery manufacturers own recycling system; the second is the cold Ricoh Co., Ltd. (302.950, 6.65, 2.24%) and other suppliers of lithium-ion materials; the third is Greentech, Zhangzhou Hao Peng and other professional engaged in power battery recycling and dismantling companies.
Prior to this, the waste recycling system was incomplete and once was one of the problems that plagued some companies. The recycling system for waste resources in China is still not perfect, resulting in a limited portion of waste resources that cannot be collected and returned in a professional manner.
Some companies who are engaged in the recycling of lithium batteries told the Times Weekly reporter that although they know that they have a considerable amount of resources they can use, they lack relevant laws and channels. Enterprises can only find resources from their own periphery, and it is difficult to achieve theoretical point-to-point convergence. Recycling.
From the current point of view, although the "Measures" stipulates the main responsibility for recovery, it does not provide a clear recovery management mechanism and recycling mechanism. Therefore, how to establish a recycling channel, as well as the recycling of new energy vehicle power batteries, when they can get on track, will become the concern of the development of new energy automotive industry in the future.
