1. Through detailed investigations, identify the occurrence of the accident and analyze the causes of the accident, such as people, machinery, materials, methods and processes, and the environment. After careful, objective, comprehensive, detailed and accurate analysis to determine the nature and responsibility for the accident.
2. When analyzing the cause of the accident, it should be gradually extended from the direct cause to the indirect cause according to the facts confirmed by the investigation.
3. Determine the nature of the incident. The nature of accidents is usually divided into liability accidents and non-responsible accidents.
4. According to the cause of the accident, clear specific measures to prevent similar accidents, and set the person, time, and standards to complete the entire content of the measures.
