Dong Yang: How to make a big automobile country

Recently, the 12th China Automotive Industry Summit 2014 was held. The forum focused on the topic of “Smart City and Auto Industry: China and the World”, bringing together government officials, city leaders, automotive industry leaders, and well-known scholars to jointly train Chinese cars. industry. Many scholars of this forum have delivered brilliant speeches. Gasgoo.com has extracted them as follows for reference in the industry!

The following is the content of the report titled “Government Policy, Urban Planning and Automobile Industry” by the Executive Vice President of the China Association of Automobile Manufacturers and Secretary-General Dong Yang.

For the fifth consecutive year, China’s auto has become the largest country in production and sales, and I foresee that within the next 10 to 20 years, China will always be the largest producer and seller of automobiles. Nevertheless, our average holdings are still only half of the world's total, and we have encountered more complicated issues such as congestion and pollution. I also argued with others that the car was not the main source of pollution, but I dare not say this now. With serious environmental pollution, every occupant has a share. In the early morning of Beijing, it has seen hazy days and haze. .

In addition, there is the problem of excessive dependence on oil imports, which will soon reach 60% and 70%; and our own brand has not been strong, lack of technical foundation and strength is the most difficult problem. Once I am concerned with the progress of laws and regulations, whether it is emission regulations, fuel consumption regulations or safety regulations, I will worry about it. What if the Chinese brand doesn't keep up? So I think the outstanding issue is how do we make a big car country. Below I present some personal views from three levels:

What does the government do?

Plan the development goals of the automotive industry. At present, various government departments have inconsistent opinions. Some departments think that cars should be developed a bit more. Some departments think that they should develop less. Even some people say that the car should not open shares ratio without research, and some people say that the car has reached the highest peak, and it is impossible to cross it. This is a very big problem. We must plan well for the development goals of the auto industry. The first of these is the output target, how many cars the market needs in a given period of time, and how fast the car has to develop recently. This is related to economic growth. In addition, resource and energy shortages and traffic congestion should all be planned.

The second point is to plan the people's life goals. What is a moderately developed country? What is the proportion of cars as an important tool in social development? I think we should make it clear. The third is the emission target. Corresponding to environmental needs and energy issues, the level of emissions should be considered.

However, in the planning, an important question is "Does Chinese brand dispensable?". First of all, we must elaborate on one issue. Why should we develop Chinese brands? Because the distribution of wealth for Chinese brands and foreign brands in the production process in China is not the same as for economic pull, for science and technology, and for economic security and national defense security. We cannot only have foreign brands and no Chinese brands. Latin American countries are trapped in the middle development because they have industries, but the pillar industries are not under their control. We must change this issue.

China's auto industry development path. What is the relationship between introduction and autonomy? You can't just introduce involuntaryness, and you can't just introduce it yourself. This is a balancing issue. Another example is the direction of technology, and now the world is concerned about the electrification of electric vehicles, that is, electric vehicles. I think that there is not enough emphasis on mobile internet. The government should also guide this issue. Now the government has too much influence on the industry. The third is the issue of building a sound industrial chain. China is now a quarter of the world's production and it is likely to be 1/3 in the future. Under such circumstances, China should establish a complete industrial chain. Only in this way can it be possible to pull economic and scientific and technological advancements to ensure industrial safety. And I think we should focus on the development of basic materials, core components, and high-end equipment, and continue to open up in these areas. We do not want to close the door of the car and deepen the opening.

Establish a system of laws and regulations under the guidance of strategy. This system should have three characteristics: in line with the country's long-term goals, long-term stability, and science.

Solve the problem of local government's crazy investment. Some local governments only pay attention to investment, especially foreign investment as an important goal, while ignoring market development and demand.

What should businesses and industries do?

First, the automotive industry is now the first step in the world to consider its own speed and consider what the country and its people are asking for. In other words, the national economy needs how fast we develop and how fast we develop. How well our people need us to do is how good we can be. Chinese brands, joint ventures and cooperation must all proceed from the national strategy. The development of energy-saving emission reduction and new energy vehicles must proceed from the national strategic development.

Second, development must follow the law. Industry and technology have their own development rules. Is it backward or forward development? How are processes and teams formed? What is the relationship between basic research and product design? How big is the input and output... These must follow the laws of the company. There is the issue of self-development and mergers and reorganization. First of all, what is the purpose of mergers and reorganizations? Another point is the corporate culture. The Great Wall that I want to praise here. I went to see it more than ten years ago. Now it's still a slogan, “A little progress every day.” This is very difficult compared to the practice of changing the leadership of one company to another. Then talk about brand strategy, such as the relationship between brand and product, brand audience positioning, single brand and multi-brand issues, which are also based on market rules to solve and deal with.

In sum, there are four aspects of the enterprise that cannot be done. The first is to seize the opportunities. Now we only seize the opportunity to die, and the abuses are too great. We should not do any more for the second-leading government leaders. We must not do anything else for the third-time government. Fourth, we should stop doing things against the tide.

Create a harmonious automobile society

Finally, talk about how to build a harmonious automobile society. I think there are a few, the first is to have a complete industrial chain, from manufacturing to maintenance, to used cars to refit to the car culture have to do. From our own manufacturing, we must think of ways to consider supporting this development.

The second question is related to this topic. It is the problem of urban transportation. How should the road be constructed? It is said that the road area should be 25% of the city area, and Beijing from 7% to today's 14%, but still not enough. In addition to the community infrastructure, there are no parking lots in our schools, cinemas and hospitals. Then there is the problem of the transport system. We are now complaining in Beijing why everyone does not take the subway. 400 meters from Tokyo will have a subway station. In Beijing, you cannot find a subway without a kilometre walk. And we are in Beijing. We can't go underground to shopping malls and go to the parking lot. We don't have a three-dimensional system. Another problem is parking. We don't build parking plants. Some executives say they can't build, and they build more cars. What is this nonsense? Learn about the Tokyo experience. These things should all be done well.

There is also the issue of urban governance. We cannot manage only cars, bicycles, electric bicycles, low-speed electric vehicles, and tractors. How do you manage? It is a very important issue to avoid only one thing or not, and how to conduct scientific management. As a big automobile country, we must answer these questions well and we must manage them well.

Finally, it is the issue of civilized travel. We must do a good job in civilized travel. We have already done a great automobile country. However, how to make a big country in the automobile and make it a powerful country in the automobile is a bigger problem. I just brought up the question today and I will only discuss it!
