China's support for machine tool functional components still needs to increase

All along, the high price of imported functional components has led to the high cost of domestic high-end host products, which has directly weakened the competitiveness of domestic machine tools and imported machine tools.

Recently, the China-Taiwan Economic Cooperation Framework Agreement (ECFA) has settled. According to the agreement, there are more than 500 products that the mainland has reduced the tax on Taiwan, including many machine tool products. Compared with the host industry, this impact on the domestic functional component industry is obviously more violent.

In addition, the Ministry of Finance, the Ministry of Science and Technology, the National Development and Reform Commission, the General Administration of Customs, the State Administration of Taxation and other departments jointly issued notifications and decided that starting from July 15, 2010, enterprises and universities that undertake major scientific and technological projects (subjects) should be The key equipment (including software tools and technologies), parts and components, and raw materials that can not be produced at home for scientific research institutions and other institutions using central government funding, local financial funds, unit self-raised funds and other channels , Exemption from import tariffs and import value-added tax.

This policy is specifically targeted at "macro-technical special projects" and is a further refinement of the "import policy for major technical equipment import taxation," including high-end CNC machine tools and basic manufacturing equipment. It is understood that for tax-exempt functional parts and products, the policy has very strict requirements: First, the machine tool equipped with import duty-free functional parts must be used on national key projects; second, the machine tool equipped with import duty-exempt functional parts must be the key equipment. Third, import-tax-exempt functional components must be high-grade functional components. However, in the audit, this kind of requirement is difficult to strictly define.

In addition, dialectically, the introduction of this policy will inevitably cause harm to the domestically-manufactured component industry while reducing the cost of the host computer.

In response, Wu Bolin, executive vice chairman of the China Machine Tool & Tooling Industry Association, stated that after the rapid development of the machine tool industry in recent years, both the host industry and the functional component industry have made great progress, but relatively speaking, the functional components The speed of development of the industry is lagging behind that of the host industry and it is a shortcoming in the development of the CNC machine tool industry.

It is reported that the association recently invited the relevant leaders of the Ministry of Industry and Information Technology to hold a conference that specializes in the development of functional component industries. It is believed that the functional component industry should continue to intensify efforts to implement the two principles. First, encourage functional component enterprises to continue to accelerate structural adjustment and implement scientific and technological innovation. Improve the ability of independent innovation; Second, call for national policy support, including tax policy support and give specific tilt in major special policies.
